IRC is a place where people of all types go to chat and share files. IRC was very popular in the late 90s and early 00s for warez. It was also very popular for gaming clans to meet in order to coordinate themselves better.
These days, most social websites have a channel on some IRC network, even if it's not entirely obvious. IRC can be accessed through a web browser, making it seem as though it's just some sort of internal website chat, even though it's actually IRC based.
